The gold lettering embossed on the front cover reads, in Estonian and Russian, "TsK (Central Committee) of KP (Communist Party) of Estonia." The ID photo is validated by the seal of the Central Committee. Certificate # 76 states that Artur Soolau is indeed a member of the Central Committee of the Communist Party of Estonia, elected 17 February 1960 at the XII congress of the communist party.
