MVD / Police Officer Qualification Badge, 3rd class, 1972-74.

In aluminum, 69 mm wide. Raised maker mark to the reverse. Excellent condition.

This badge was established in 1972 specifically as Police / MVD qualification award for officers (similar to the Armed Forces combined proficiency badge). It was reportedly discontinued just two years later, in 1974.
