The size is 6 ¼" x 4 ½", postally unused, shows a special-issue postal stamp with the artist's profile and cancelled with a First Day cancellation stamp dated 31 January 1987. The artwork on the left features the artist's lithographic profile portrait captioned "100 years from the birthday of Karlis Miesnieks" and has a separate calligraphic inscription under it with "First Day" printed in Russian and French. The artist's name, V. Konovalov, is printed on the bottom flap of the verso. Published by the USSR Ministry of Communications, circulation unknown.
