An immensely popular Soviet TV cartoon hero, he was based on a character in Swedish author Astrid Lindgren's children's books. Lindgren was, of course, probably better known in Western Europe and in the US for her possibly more popular Pippi Longstocking series of children's books.
Some writers seem to believe that Karlsson-on-the-Roof was based on none other than German WW1 ace Hermann Goering who lived for a while in Sweden after WW1, was well known at the time for being a stunt pilot and was apparently Lindgren's neighbor. We cannot absolutely confirm this speculation but it is certainly an interesting conjecture!
