This very interesting tally was used by officer cadets of naval departments of one of several Soviet high-level military political schools that provided its graduates with a military equivalent of university diploma and a rank of lieutenant. Upon graduating, they would of course don an officer uniform with a visor cap and would never use an enlisted sailor's cap for the rest of their career.

In excellent unissued condition, shows only minor storage age. The gold lettering is still bright. There is no wear, tears, rips or significant stains, just some minor spots and dust that may brush off.
