The award was bestowed by the Kirovograd Regional Department for Protection of Public Order (OOP) in central Ukraine and shows stamp of the department. Interestingly, the name of the department is already OOP - i.e. a part of the MOOP Ministry for Protecting Public Order as it was known after the Khrushchev's attempted reform of Soviet law enforcement). Because the document was issued in 1961, it came with an old- fashioned Badge of Excellent MVD Policeman. The new, MOOP version of the badge came up during the following year.
