This is a late type document with white cover. Unlike the documents for MVD Internal Army and Police, it features USSR state emblem on the cover rather than the star with hammer and sickle. The document shows a stamp of the MVD 3rd Fire Fighting Agency #3 and is hand-signed by Internal Service Colonel B.A. Bakharev.

In very good condition. Shows wear, wrinkles and minor stains on the cover (mostly on the back), but overall sound and presentable. The internal pages are perfectly clean. This 1990 document is among the last issued prior to the collapse of the USSR in December of the following year.
