Suspended on a paulownia crest of green leaves and purple flowers, veined on the obverse and inscribed on the reverse with characters meaning "order of merit decoration". The paulownia crest is suspended from a silver loop for threading the neck ribbon.

In very fine to excellent condition: the only wear visible to the naked eye is that one of the tips of the 9 o'clock ray of the star is slightly bent, and the pawlonia crest has a small chip to the green enamel on each side,
