The size is continental standard 6" x 4", with a pre-printed postal stamp canceled with the cancel of a Riga district post office branch, dated 29 December 1974. Published by the Ministry of Communications of the USSR, circulation unknown. The artwork on the obverse is an odd attempt to mix together Communist symbols with those of the New Year. The name of the artist, I. Dergilev, is printed in the upper left-hand corner on the verso. In very good condition, showing minor creases and bumps to the corners. The handwritten and printed text on the verso is crisp and perfectly legible, the cancel is a little faint but easily readable.
