Whatever the reason for the ten-year delay in Kulikov's case, it had to be something really important. Avoidance to join Komsomol was very much frowned upon throughout the Soviet era and could lead to serious problems and obstacles in the young person's life.
Note that Comrade Kulikov stopped paying his membership dues in 1940. The "regulation age" for Komsomol membership was from 14 to 28 years of age. Kulikov, born in 1912, could not stay in Komsomol after 1940.
In excellent condition, showing only minimal wear to the spine and edges of the cover. The internal pages show slight discoloration along the edges but are completely clean otherwise. All the printed and handwritten text, stamp and signature are crisp, clear, and perfectly legible. The ID photo is missing and has never been affixed, not an unheard-of situation in the early Soviet years.
