This badge was issued to a participant of the 10-day series of events that took place in Ukraine in the fall of 1975 showcasing Latvian culture, literature and arts. There were other such events for various republics, most of them held in the late 50s in Moscow during the Khrushchev reign when there was a special badge issued for each of them. Badges of this kind from the 1970s are very uncommon.
