In oilcloth-wrapped hard covers with the USSR state emblem and the lettering reading "USSR, People's Commissariat of Transportation" embossed on the front cover. Inside, photo ID # 035258 was issued to Technician-Lieutenant of Administrative Services, senior bookkeeper Vera Melnikova. The inside pages with more information are missing. The inscription on the back page states that Melnikova's rank was conferred on her by order of the Ministry of Transportation on 4 April 1946. During Stalin's reign, administration of transportation in the Soviet Union maintained effectively military discipline. Personnel had their ranks, uniforms, and insignia.
Two inserts that come with this photo ID are renewals, the first of them issued on 15 January 1949 and valid until 31 December 1950 The second was issued on 23 February 1952 and was renewed twice, valid through 31 December 1954. Throughout these years, Vera Melnikova worked as a senior bookkeeper with the Kiev Sector of the South-Western Railways.
In good to very good condition. Despite moderate wear to the cover, mild soiling to the paper of the renewal inserts, and slight fraying to their corners and edges, all the printed and handwritten text, seals and signatures are clear and perfectly legible. The ID photo is clean and in sharp focus.
