Work ID of a Secretary of Deputy Head of the Council of People's Commissars of Ukrainian SSR, issued 13 February, 1942.

In booklet format measuring 3 ¾" x 2 ½". In hard covers wrapped in black top-grain leather. The front cover shows the state emblem of the Ukrainian SSR and lettering, in Ukrainian language, reading "UkrSSR, Department of Administration of the Council of People's Commissars." Inside, the ID states, in Russian and Ukrainian languages, that Meyer Landa is indeed a secretary to Deputy Chairman of the Council of People's Commissars. The place could not possibly be Kiev as the top Party and government officials had been evacuated since no later than September 1941. This ID was issued elsewhere but the typographically printed "Kiev" did not get corrected.

In very good to excellent condition. The ID photo is missing; all the printed and handwritten textual material inside is bright, clear, and perfectly legible. The gold paint of the raised lettering on the cover has lost some of its original luster but still looks unmistakably gold-colored and is completely clear and legible.

"Kiev, 13 February 1942" appearing in a Soviet government ID makes one look back and check the historic facts of that time. The Germans broke into Kiev in August 1941. According to some survivor's recollections, "by the Germans' entry into Kiev, there were only about 400,000 people left. Everybody else had gone to the frontlines or was evacuated. The Party, NKVD, and government elites and their families were evacuated first." Another survivor claimed that by 17 September there were no Party or government elites left in Kiev. In February 1942, Kiev was firmly under German occupation.
