The lettering on the front cover says "Chief Directorate of the Dnieper River Steamship at the Council of Ministers of the UkrSSR" and, in large letters, "Certificate of an Amateur Boat Navigator." The certificate was issued to Fyodor Khoroshev with privileges to navigate a private motorboat on the Dnieper River and its tributaries.
