Mandate Issued to Commissar Pyotr Druganov authorizing free movement and to carry arms, 9 March 1920.

Single page 8 ½" x 7", front and verso. The mandate was issued by the Political Department of the 11th Army, Turkestan Front, confirming the appointment of Pyotr Druganov as Commissar (political officer) of the Separate Reserve Rifle Regiment, 11th Army. The mandate states that Druganov is authorized to use any means of transportation in the area of deployment of the 11th Army, and is granted permission to carry any type of cold weapons or firearms at any time of day and night in any location of the 11th Army. In very good condition. The document was printed on a sheet of thin medium-quality paper, and has acquired a few wrinkles, short rips to the edges, and partial separations at the edge side of fold lines. But the paper is not brittle, and the typed and handwritten text is crisp and perfectly legible.

In March 1920 the 11th Army of RKKA, under the command of Matvey Vasilenko, participated in the North-Caucasian operation and seized Stavropol Region as well as the central and eastern parts of Northen Caucasus. If Commissar Druganov survived those battles, he would be busy politically motivating the troops of his Separate Reserve Rifle Regiment to win the Baku operation, which they did, the victory leading to the establishment of Soviet Power in Azerbaijan, propping the Soviets with its oh-so-much needed oil.
