The round ink stamp on the verso could provide more details but, unfortunately, only the beginning of the phrase is legible, "Pskov, for the benefit of the families [illegible]". Pskov is an ancient Russian city in St. Petersburg Region.

In very good condition. A water stain takes part of the lower right-hand side of the obverse. Fortunately, it is more obvious on the verso but is rather faint on the obverse. Minuscule corner bumps are barely noticeable.
