The size is continental 6 x 4", postally unused, government postal marked. The pre-printed postal mark features the USSR State Emblem, perhaps the most widely used stamp at the time. Published by the USSR Ministry of Communications, circulation 14,000,000 copies. The artwork is meant to appeal to little boys as subtle propaganda, attitude tuning, preparation for thinking of their upcoming 2-year stint in the Soviet Army or 3-year stint in the Soviet Navy as a joyful duty. The artist's name, M. Morozov, is printed in the upper left-hand corner on the verso.
