MOOP stands for Ministry of Protecting the Public Order, a temporary substitute for MVD during the 60s. This particular variation of the MOOP medal was issued by the Ukrainian MOOP. Curiously, only in the Ukraine MOOP medals did not have a designation for the republic, which in the past had led many to mistakenly believe that these were medals of the "all-Union" MOOP of 1966-68 period (in reality, the only MOOP medals were from the "republican" series). In 1968, the law enforcement ministry of the Soviet Union re-acquired its old name MVD, and the MOOP medals were never issued after that.
