The award was issued for significant contribution to the so-called Komsomol Shock Construction Projects - i.e. those that were deemed of top significance and urgency to the national economy. These projects were often located in faraway areas - such as gigantic Siberian hydroelectric dams - and given special attention and supervision by the Communist Youth. The Komsomol often enlisted its members including college students to work there during the summer months thus providing labor force that was more enthusiastic than prisoners of correctional camps and much cheaper than professional workers.
