MOOP stands for Ministry of Protecting the Public Order, a temporary substitute for MVD during the 60s. This particular variation of the MOOP medal was issued by the Ukrainian MOOP. Curiously only in the Ukraine MOOP medals did not have a designation for the republic, which had led many (including us) to mistake

Curiously only in the Ukraine MOOP medals did not have a
designation for the republic, which had led many (including
us) to mistakenly believe that these were medals of the "all-
Union" MOOP of 1966-68 period. In 1968, the law enforcement
ministry of the Soviet Union re-acquired its old name MVD, and
the MOOP medals were not issued after that.
