The abbreviation OKOD stands for Komsomol Operational Unit of Druzhnniki (police support). These were particularly active during the Andropov and Chernenko years, when Soviet authorities tried to tighten the nuts against all kinds of miscreants, from jaywalkers to "speculators". <
