The size is 6 ¼" x 4 ½", postally unused, published by the Ministry of Communications of the Lithuanian SSR, circulation unknown. The special commemorative postal stamp is canceled with the First Day cancel of the Vilnius Post Office dated 12 July 1980, forty years since the Ribbentrop-Molotov Non-aggression Pact declared Lithuania within the Soviet sphere of influence. The inscription under the flower arrangement on the left side reads "Republican Song Festival."
