Better known by its Russian abbreviation ВОИР ("VOIR"), the Soviet All-Union Society of Inventors and Innovators held its Fifth Congress in Moscow in 1978. Simultaneously, the organization also held congresses in some of the other Soviet republics, e.g. Ukraine and Latvia. The timing is telling: by the late 1970s, the

Simultaneously, the organization also held congresses in some of the other Soviet republics, e.g. Ukraine and Latvia. The timing is telling: by the late 1970s, the Kremlin leadership was becoming alarmed by the Soviet Union's falling behind the West in science and technology - which would ultimately lead to the downfall of the USSR a little over a decade later. The emphasis on "intensive vs extensive" development and attempts to revitalize innovation that came in the final years of the Brezhnev era were too little too late and of course, proved unable to save the fatally flawed socialist system.
