When the organization was first created by Lenin's government, its supposed purposes included coordination and facilitation of the exchange of goods between semi-autonomous cooperative producers and consumer unions throughout Russia. When the NEP (new economic policy) was curtailed in the late-1920s, the Tsentrosoyuz became mostly an instrument of government control over cooperative organizations, applying pressure to achieve completion of centrally-mandated production quotas.

This very uncommon badge was probably issued exclusively to the veterans and top management of the Latvian chapter of the organization.
