The acronym LPBS stands for Latvian Union of Consumer Organizations, the republican subdivision of the USSR central governing body of Consumer Cooperatives, generally known by the abbreviation Tsentrosoyuz. When the organization was first created by Lenin's government, its supposed purposes included coordination and facilitation of the exchange of goods between semi-autonomous cooperative producers and consumer unions throughout Russia. When the NEP (new economic policy) was curtailed in the late-1920s, the Tsentrosoyuz became mostly an instrument of government control over cooperative organizations, applying pressure to achieve completion of centrally-mandated production quotas.
This very uncommon badge was probably issued exclusively to the veterans and top management of the Latvian chapter of the organization.
