The flyer is an appeal of the Society for Assistance to Political Prisoners, chaired by the famous Russian revolutionary Vera Figner, to provide information about available rooms and apartments needed for settling the just-released political prisoners arriving in Petrograd. This urgent need arose due to the amnesty granted to political prisoners, one of the first steps the Provisional Government made after monarchy had been abolished.

Born to a noble family of German and Russian descent, Vera Figner (Вера Николаевна Фигнер, 1852 - 1942) was a leader of the clandestine revolutionary group Narodnaya Volya ("People's Will"), which advocated terror as a means of overthrowing the government. She participated in planning the successful assassination of Alexander II in 1881. Following the assassination, she was arrested, thrown in jail and sentenced to death. The sentence was subsequently commuted; Figner was incarcerated in the Shlisselburg Fortress for 20 years before being sent into internal exile. After the February 1917 Revolution, she was treated as an icon of revolutionary sacrifice.
