The decree effectively made political commissars part of the Army, ending their independence from the military chain of command, making them responsible for the military efficiency and performance of their assigned units. Overall, this decree strengthened discipline in the Red Army and, perhaps, saved it from total destruction while retaining the Army's role as a political tool of the Communist Party.
