The lettering reads "Prigorodnyy District Executive Committee of Leningrad, 1st Convocation." The information inside confirms that K. A. Yerofeev is indeed a member of the Prigorodnyy District Executive Committee of the Council of Workers', Peasants' and Red Army Servicemen's Deputies, 1st convocation.

"Prigorodnyy" means "suburban" in Russian, and indeed, this administrative district which existed from 1930 to 1936, surrounded the city of Leningrad, occupying an area of over 967 square miles. Leningrad, being "the cradle of the Revolution", was in the epicenter of Stalin's Great Purge of the late 1930s. Very few of the Party and government officials survived it.
