Addressed to the Secretary of the Central Committee of VKP(b) Georgiy Malenkov, dated 11 March 1950.

Single sheet 7 ¼" x 12", front and verso. Marked SECRET at the top right-hand corner, third copy of the four carbon copies made. The entry on the verso specified that the third copy was for the officer's personal file. The recommendation was compiled by N. Pupyshev, no rank or post stated. As a reference, Pupyshev states that Admiral Yumashev is in agreement with the promotion.

In very good to excellent condition. The paper is mildly age-toned and slightly wrinkled. The edges, mostly top and bottom, show some fraying, not reaching any text or signatures. Being the third carbon copy, the text is a little blurred but perfectly legible.

The Seishin Naval base, located on the Korean Peninsula and captured by the Soviet Navy from Japan in August 1945 during the Seishin Landing Operation, played a key role in supporting the Soviet land forces against the Kwantung Army during the invasion of Manchuria.

Georgiy Malenkov maneuvered after Stalin's death to become Chairman of the Council of Ministers but was squeezed out by Nikita Khrushchev, and had to retire in 1955 under pressure from the Party elite.
