The medal was the second highest award of Soviet Ukraine, essentially the second class of the similar gilded Honorary Certificate Medal. Although the Certificates were awarded starting from 1944, the medal itself was established much later, in 1969. By the time it was abolished in 1991, approximately 40,500 had been awarded - a small number by Soviet standards.
