Proclamation by Turkestan Council of People's Commissars addressed to Orenburg Cossacks, late 1917-18.

Single sheet 8 ¼" x 14 ¼", front only. This is an address by the Council of People's Commissars of the Turkestan Republic to the Cossacks of the Orenburg Governorship.

In fair to good condition. The paper is rather frail and shows considerable wear to the edges and corners. Uncommonly, the printed text shows clearly on the verso in mirror reflection, whether soaking there through the paper or by being pressed against another copy of it when the dye was still wet. The proclamation begins with an appeal to the Cossacks as "the working class" to join forces with the Soviet Power in its struggle against ataman Dutov's Orenburg Cossack Army fighting against the Red Army. One of Dutov's operations was blockage of the Turkestan Railway (aka Trans-Aral Railway) which was the only line connecting Russian Turkestan with the rest of Russia, and its blockage caused a severe famine. The appeal ends with a threat to treat the entire Orenburg Cossack population as the enemy of the Soviet Power if they continue to align with ataman Dutov and participate in his subversive actions. In effect, it was a declared intent to take the peaceful Cossack population hostage subject to persecution if they do not support the Soviet Power.
