Achievement Certificate to Construction Engineer Vladimir Kleiman (Владимир Эммануилович Клейман), for leading and completing the construction of the Molotov City Drama Theater, 5 November 1948.
Measures 9" x 13". Uncommon design featuring the decorative elements on the side rather than around the text of the certificate. The design of the decoration is also unusual. The duo Lenin-Stalin portraits are embossed in high 3D and look like a cameo. Also unexpectedly, the image at the bottom of the decorative panel is that of the Moscow Kremlin and embankment of the Moskva River, although the certificate was manufactured for the city of Molotov, as is seen in the line under the date.

The certificate was issued by the Communist and Executive authorities of the city of Molotov and signed by the Chairman of the Executive Committee of the City Council and the Secretary of the City Committee of VKP(b).
In excellent condition. The top and bottom edges are almost imperceptibly wrinkled and show minuscule corner bumps. The top edge has a tiny rip which can be repaired with tape on the verso but is so small that it does not really need to.
"Molotov" was the name given by the Soviet government to the ancient city of Perm in 1940. In 1957, Vyacheslav Molotov, whose name is known mostly as the Soviet signatory of the 1939 Molotov-Ribbentrop Non-Aggression Pact spearheaded the so-called "anti-Party group" against Khrushchev. He was released of all his high posts and demoted to ambassadorship in Mongolia. Three cities, named after him previously, regained their original names, Perm included.
Located at the fast east of the European part of Russia near the Ural Mountains, Perm is a large administrative, industrial, scientific, and cultural center of that region.
