In very good condition. The certificate has been kept folded in two at some point but the fold line has since flattened out. Storage wear is evident along the edges showing in minor wrinkles, small tears and corner bumps. The paper is clean and free of soiling. The four tiny brownish stains near the bottom appear to have occurred during the making of the certificate. The colors are vivid and vibrant, all the calligraphy, signatures and the seal are perfectly legible.

The certificate was issued by the Executive Committee of the Regional Council of Workers' Deputies of the Semipalatinsk Region, then of the Kazakh SSR. Even nowadays the word "Semipalatinsk" has a sinister ominous sound to it, being on the outskirts of the first Soviet nuclear weapons testing site. The site itself is an area of nearly 7,350 square miles where the former Soviet Union conducted about 460 nuclear weapons tests during the period from 1948 to 1989.
