
Award Document for a Victory over Germany Medal, early type with the cover bound in red oilcloth, #00071160, issued on 23 June 1945 to Senior Technical Lieutenant Mikhail Terpugov (Терпугов Михаил Николаевич).
The document is of noticeably better quality than much more common paper certificates. There is a typographically printed individual serial number on the back cover. The document is hand-signed by Lieutenant General Mikhail Belikov, Chief of the Main Communication Center of the Narkomat (People's Commissariat) of Defense, and shows an ink stamp of the center.

Victory over Germany certificates with red cover were issued primarily to VIPs, staff officers of the Moscow Military District, and,
reportedly, participants of the 1945 Victory Parade in Moscow. Note that the document was issued literally just one day before the parade that
took place on June 24th.
