The Soviet War Veterans Committee (SKVV) was formed in 1956 on Marshal Zhukov's initiative. Throughout its existence, the organization issued
several awards mostly presented to highly decorated veterans and those who were still playing significant role in society after the war. The
SKVV 25th Anniversary Medal was awarded especially sparingly and apparently only to VIPs, not rank and file.
