Unlike most other badges of this kind, there is a retail price of 25 kopeks marked on the reverse, but the badge definitely an officially issued piece, not a souvenir available to general public. It is interesting to note that the actual name or number of the unit is not mentioned anywhere; this is typical of relatively early veteran badges awarded to active-duty personnel, probably due to the Soviet obsession with secrecy.
