The document is a letter from Kolpakov, Chief of Accounting and Economy Department, complaining that a lumber exporter enterprise frequently breaks its accounting delivery timetable. Handwritten resolution by Mikoyan directs the director of the enterprise to provide an explanation. The resolution is signed by Mikoyan and dated 18 August. The year, 1945, is stated in the document.

Anastas Mikoyan (Анастас Иванович Микоян, 1895 - 1978), was a revolutionary, a leading Soviet politician and statesman, member of the Politburo, Chairman of the Presidium of the Supreme Soviet, Hero of Socialist Labor. As Khrushchev's supporter, Mikoyan survived the "restructuring" of the top government and party organs. He actually preceded Khrushchev in publicly condemning Stalin's personality cult and then, holding firmly to Khrushchev's coattails, soared high in both Party and Government, making along the way some nice contributions to Khrushchev's "Thaw".
