Poster with Nazi Governor's Decree of 31 September 1941, addressed to the Ukrainian population, limiting mobility and places of settlement for Jews in the occupied territories of Ukraine.

Poster-sized single sheet, measuring 11" x 16". Ukrainian text. A translation of the text of the decree is below.

1. It is forbidden to all Jews in the Galicia Region to change their place of residence, even temporarily. The place of residence may be a village community in which a Jew resides or a permanent place of settlement, or, in the absence of either, his last location. The limitations of item 1 do not apply in cases of public necessity or the Jew's work responsibilities requiring crossing the borders of his community. In the latter case, the Jew must have a written permit

In the latter case, the Jew must have a written permit on the letterhead of the Department of Internal Affairs of the Galician Regional Governorship.

2. Exceptions to Item 1 may be requested of the District Captain in the city of Lvov.

3. Violations of this decree are punishable by incarceration for up to 3 months and/or by a fine in the amount of up to 1,000 zloty.
The above punishments may be changed to incarceration in the workplace. Approval of this change is in the competence of the District Captain.

4. This decree is coming in effect on 5 September 1941.

The document is in good to very good condition. The darkish tone of paper is identical to some other German flyers and posters of the same period that we have come across, and may be a side effect of the printing process or the type of paper used. The edges are a little frayed, and there is a small piece missing at the upper right-hand corner. And old rip at bottom right has been repaired with tape on the verso. The document has been stored folded in two but the fold line shows no fraying, much less separation.
