The BKhSS (abbreviation of the Department for Fighting Theft of Socialist Property) was first created in 1937 replacing the Economic Department of the State Security. After 1980 it acquired status of a Main Agency of the MVD (naturally for a communist state, fighting theft at workplace was considered more important than about any other area of law enforcement and attracted lion share of resources; despite that theft remained rampant and actually increased in the last decades of the Soviet Union).
